I am having this same issue. The UR provider integration seems to have broke within my Flic app. Commands to netflix work through Unified Remote app directly but no Unified Remote intents will execute through Flic app anymore. Sadness.

Not really of any help but just some more context. The Google home is only available as an device to the Spotify API for a limited time and then it drops of the "list". I haven't found a way to trigger the G Home to start it's Spotify web connect service but haven't really looked yet either. If so you could potentially "wake" up Spotify web connect on the G Home in order for it to be available to the Flic action.

I just setup an action on both a Flic 2 button connected to my phone, and a Flic 2 button connected on my Hub 2.
Both were setup to run a Harmony Activity that turned on TV, receiver, and changed the input on the receiver and it worked like a charm on both.

Prior to this I had not had Flic integrated with my Harmony. I'll continue to test them and post back if they STOP working as expected.

I have two Flic 1.0 buttons and four Flic 2.0 buttons on my Hub 2 and they all work just fine for the various tasks I have setup whether they are direct/built in actions or IFTTT actions triggered by the button.
